David J. Bowlin

Mr. David J. Bowlin, President of FJW Construction and Executive Vice President of its parent company, Broaddus & Associates, Inc., has almost 30 years of construction industry experience in and is responsible for both firms' overall operations. All staff members, including our six vice presidents, report to Mr. Bowlin, who in turn works closely with Dr. Broaddus. Mr. Bowlin is involved and deeply committed to every project at FJW.

 

Prior to his role at FJW, Mr. Bowlin served as senior project manager for both owners and design-builders, enabling him to understand both perspectives and apply that expertise to FJW's operations. His responsibilities have included all aspects of the industry, from site evaluation and selection to engineering, construction, equipment setting and start-up. Mr. Bowlin has been serving on the Board of Directors of Design-Build Institute of America Southwest Region since 2005, and has been designated a DBIA Professional.

 

Between 1996 and 1998, Mr. Bowlin served under Dr. James Broaddus as Senior Project Manager of the University of Texas System OFPC Houston office, and also had a dual responsibility as the University of Texas M.D. Anderson Cancer Center (UTMDACC) Director of Major Building Programs. He was responsible for executing a $300 million program for UTMDACC in Houston, providing one million square feet in three new facilities: an Outpatient Clinic, Patient Care Tower and Clinical Research Building with Vivarium. He directly supervised a staff of 24 architects, engineers, interior designers, equipment planners, construction inspectors, and administrative staff.

 

He has also provided consulting services and education programs with Dr. Broaddus since 1991 for domestic and international clients, including the implementation of CII Best Practices such as Pre-Project Planning, Inputs to Design, Project Definition Rating Index, Constructability, Change Management, Optimizing Project Schedules and Planning for Startup and Commissioning.

 

Mr. Bowlin's career began in the U. S. Navy Civil Engineer Corps, where he served for eight years in various assignments including one at Camp David, the Presidential Retreat, during President Reagan's second term.

 

Mr. Bowlin holds a Bachelor of Science in Civil Engineering from North Carolina State University and a Master of Science in Civil Engineering, Construction Engineering & Management from Stanford University.
