Dr. James A. Broaddus, P.E., Chief Executive Officer of FJW Construction and President of its parent company, Broaddus & Associates, Inc., has over 40 years of experience in all aspects of the facilities life cycle from the owner's perspective. Dr. Broaddus is a "hands on" executive serving in an active role on both of the firm's diverse project workload.

 

Throughout his career, Dr. Broaddus has emphasized improving the project process through innovation, and has conducted extensive research on the effect of pre-project planning on ultimate project success. As the Director of Facilities Planning and Construction for the 15-campus statewide University of Texas System, he completed $1.4 billion worth of a wide variety of projects for health research, academics, athletics, utilities and infrastructure. The effectiveness of his projects at U.T. System was due to innovative programs such as constructability, pre-project planning, partnering, and alternate project delivery which were used to control budgets, compress schedules, and create satisfied customers.

 

Dr. Broaddus served in the U.S. Navy Civil Engineer Corps and the Seabees (the Navy's military construction forces) on projects which included project management responsibilities on a wide variety of major contract design and construction work. He also served in a unique assignment as Commanding Officer of the Presidential Retreat at Camp David, Maryland. During his 20-year Navy career, he received seven personal decorations including the Legion of Merit, and retired at the rank of Commander.

 

Dr. Broaddus also served as the Associate Director for Implementation Programs at the Construction Industry Institute, a research center funded by private owner, engineering and construction companies. He was also President and CEO of the Design-Build Institute of America (DBIA), an 850-member organization headquartered in Washington, D.C. that supports the professional use of an integrated design and construction contracting approach.

 

Dr. Broaddus holds a Bachelor of Science in Civil Engineering, Master of Science in Civil Engineering, and Doctor of Philosophy, all from The University of Texas at Austin.

 

Notable Accomplishments:

  • In 2011 he championed the passage of legislation in Texas promoting Public Private Partnership (P3). He is now at the forefront of efforts to meet public facility needs through the use of private capital.
  • Confirmed by the U.S. Senate in May, 2003, to a Presidential Appointment on the Board of Directors of the National Institute of Building Sciences (NIBS) in Washington, D. C., an organization that serves as an interface between government and the private sector, and focuses on improving the building regulatory environment, facilitating the introduction of new and existing products and technology into the building process, and disseminating nationally-recognized technical and regulatory information. He also served as Chairman.
